AIR DEFENSE MISSILE SYSTEM
The Tor-M2E air defense missile system is designed to protect critical military and State installations against attacks by aircraft, helicopters, cruise missiles, anti-radar and other guided missiles, gliding and guided aerial bombs and unmanned aerial vehicles within its engagement envelope in any weather, day or night, in a severe jamming environment.

Its 9A331ME combat vehicle (CV) has high cross-country capacity, detects and identifies air targets on the move and at halt, tracks and engages them from a short stop and at halt.
The CV comprises acquisition and tracking/engagement radars, eight ready-to-launch missiles, a self-contained power supply system and crew stations.

The 9A331ME CV is a stand-alone mobile combat unit capable of performing air defense missions both independently and as part of various air defense groupings, provides integration and interaction with non-Russian-made air defense systems.
The Tor-M2E consists of combat and technical support assets.
Engagement concept
The 9A331ME combat vehicle is designed to detect, identify, automatically track targets and guide missiles on manned and unmanned aerial attack vehicles.

The CV is an all-weather, self-contained mobile weapon having high cross-country ability, sufficient firepower and jamming immunity, short time to put on alert, short reaction time from target detection to missile launch, high kill probability against targets flying in its engagement envelope throughout a wide range of possible flight speeds and altitudes.

The CV provides:
All-round air surveillance in a given sector in elevation, detection and identification of air targets, analysis of the air situation and automatic selection of the most dangerous targets for engagement; transmission of target data for selected one or several targets to the CV's engagement radar, fine search, lock-on, autotracking, determining the moment when they enter the launch zone, launching missiles, their automatic guidance on targets by radio commands.
The CV provides search, detection and identification of air targets on the move or at the halt, target lock-on and engagement at the halt or from a short stop.
The 9S737 (9S737M, 9S737MK) Ranzhir or 9S932 (9S932-1) Barnaul-T battery command post (BCP), providing interface with the 9A331ME CV, can be additionally supplied with the Tor system.
The BCP is a mobile control post for an air defense missile battery and is designed to automatically control AA assets of an air defense unit when repelling air attacks.
The BCP provides control of a Tor-M2E battery comprising 4 combat vehicles via telecode communication channels and is a self-contained package of automatic control and communication, power supply and life support systems.

Surface-to-air missiles (SAMs)
The 9M334 missile module is a four-seat transport and launch container with four 9M331 missiles.

The transport and launch container is designed to store, transport and launch missiles. Four, three, two and one 9M331 missile can be inside the module during operation.

The combat vehicle carries two modules in a vertical position.
